摘要:
针对主客观赋权法各自存在的不足,分别通过层次分析法和投影寻踪方法确定评价因素的主客观权重,并将两者结合起来形成综合权重,并建立水利现代化模糊综合评价模型。根据宁波市的水利发展状况,在参考发达国家水利现代化标准和总结国内水利现代化研究的基础上,遵循科学性、完备性、独立性、可操作性、规范性的原则从防洪除涝防潮减灾、供水保障、用水效率、水环境保护、水利发展保障5个方面,选取25个指标构建水利现代化评价指标体系,并对水利现代化发展水平进行评价。目前,宁波市防洪除涝防潮减灾能力和用水效率处于初步实现阶段,水环境保护
Abstract:
Considering the deficiencies of subjective and objective weighing methods, the paper determines factors’ subjective and objective weights through hierarchical analysis and projection pursuit, and further forms a comprehensive weighing method integrating the subjective and objective aspects. On this basis, a fuzzy comprehensive evaluation model of water conservancy modernization is established. With reference to hydraulic modernization standards in developed countries and domestic research findings, an evaluation system for the development of the water sector in Ningbo is built with 25 indicators from five aspects including flood control and disaster mitigation, water supply, water use efficiency, water environment protection, safeguarding of water development in a scientific, inclusive, independent, feasible and standard way. Corresponding evaluation shows that the overall hydraulic modernization in Ningbo is preliminary realized at present, among which flood control and disaster mitigation capacity and water use efficiency are at preliminary realization stage, water environment protection at start-up stage, water supply and safeguarding of water development at basic realization stage.
