摘要:
20世纪90年代,在钱塘江海塘岁修经费不足以应付抢险的被动局面下,浙江省钱塘江管理局与浙江省河口海岸研究所提出在治江缩窄的同时,还必须提高明清老海塘的防御标准。在浙江省水利厅领导下,抓住1994年台风造成沿海地区损失惨重的契机,向浙江省及中央政府领导和相关部门,阐明提高钱塘江海塘防御标准的必要性、迫切性,并纳入国家支持计划,落实岁修经费,解决施工中的技术难题。
Abstract:
This paper recollected a passive situation in 1990s that the repair funds for seawalls of Qiantang Estuary were far less than the needs of rush repair every year.The Qiantang River Administration of Zhejiang Province and Zhejiang Institute of Estuary and Coast proposed that the defense standards of seawalls against hazards must be raised while keep regulating and narrowing the river.Under the leadership of the Department of Water Resources of Zhejiang,we reported to the officials of provincial and central government on the necessity and urgency for raising the seawall standards after typhoon caused huge economic loss in 1994.Efforts were made to get national approval and support for the proposal,ensure in advance the repair funds,and solve the main technical problems during construction. All of these statements have not been written in the official documents,so this paper has some historic value.
